How to Verify DTCP and CMDA Approval Online Before Buying a Plot

An approval number on a brochure proves nothing by itself

Almost every plot layout advertised around Chennai claims to be "DTCP approved" or "CMDA approved". Some are. Some are approved only in part, some carry an approval that has lapsed, and a few quote a number that belongs to a different layout entirely. The only way to know is to check it yourself, and it takes far less time than most buyers assume.

First, know which authority applies

CMDA approves layouts inside the Chennai Metropolitan Area. DTCP, the Directorate of Town and Country Planning, approves layouts in the rest of the state, which includes much of Chengalpattu district and the outer stretches of OMR and GST Road. Both do the same job of confirming a layout meets planning norms for roads, open space and drainage, so the first question is simply which of the two has jurisdiction over your plot's location. A layout claiming the wrong authority for its location is itself a warning sign.

Step 1: Ask for the approval details in writing

Ask the seller or developer for the approval number, the date of approval, the survey numbers covered, and a copy of the approved layout plan. A genuine developer hands these over without hesitation. If you get vague answers, or only a photo of a signboard, pause the conversation there.

Step 2: Check the record on the official portal

Both authorities maintain official websites where approved layouts and planning permissions can be searched. Use the number you were given and confirm three things: that the record exists, that the survey numbers on the record match your plot, and that the approval is still valid. Portal layouts and search options change from time to time, so if you cannot find the search page, the sub-registrar office or the local planning office can confirm the same record in person.

Step 3: Match the approved plan to the ground

An approved layout plan shows plot dimensions, road widths, and areas reserved for parks and public use. Compare it against the physical layout when you visit. Roads narrower than the plan shows, plots that do not match the marked dimensions, or open-space areas that have been sold as plots are all signs the layout on the ground differs from the one that was approved.

Step 4: Check that individual plots are actually cleared for sale

A layout approval covers the layout as a whole. It does not automatically mean every plot in it is free to sell. Ask whether the open-space and road areas have been formally handed over to the local body as required, and whether the plot you want carries any restriction. Your lawyer should read this alongside the title documents.

Step 5: Cross-check with the rest of the paperwork

Approval is one piece. You still need the Patta and Chitta in the right name, the encumbrance certificate covering at least 30 years, and the parent title documents. A perfectly approved layout on land with a disputed title is still a bad purchase. It is also worth confirming the guideline value for the street, since registration cost is calculated on it.

Why banks care about this

Lenders check layout approval before sanctioning a plot loan, which makes bank interest in a layout a useful secondary signal. If a bank is willing to lend against plots in a layout, its own legal team has already looked at the approval. The reverse is worth noting too: if lenders are reluctant to touch a layout, ask why.

Common tricks to watch for

Quoting an approval that belongs to an adjacent layout. Showing an application receipt instead of the granted approval. Selling plots in phase two while only phase one is approved. Using an old approval that has expired and not been renewed. Each of these is caught by the same habit: verify the record yourself and compare it against what you are being sold.
