Stamp Duty and Registration Charges in Chennai (2026): A Complete Buyer's Guide

Published 15 Oct 2026 · 4K Realty, Chennai

When you budget for a flat, villa or plot in Chennai, the price agreed with the seller is only part of the story. Stamp duty and registration charges add a meaningful amount on top, and many first-time buyers are caught off guard when they see the final figure at the Sub-Registrar office. This guide explains how these charges work in Tamil Nadu, how they are calculated, and how to plan for them so there are no last-minute surprises.

What are stamp duty and registration charges?

Stamp duty is a tax collected by the state government when a property document, such as a sale deed, is executed. Registration charges are a separate fee paid to record that document officially with the Registration Department. Together, they make your purchase legally valid and give you proof of ownership. A property that is bought without a properly stamped and registered sale deed leaves the buyer exposed to disputes and makes it very hard to get a home loan or resell later.

Current rates in Tamil Nadu

For a standard sale deed in Tamil Nadu, the commonly applied rates are:

- Stamp duty: 7% of the property value
- Registration fee: 2% of the property value

That works out to around 9% of the property value in total. Rates and concessions are revised by the government from time to time, so always confirm the latest figures on the official TNREGINET portal or with your Sub-Registrar office before you plan your payment.

Guideline value vs agreement value

Every street and survey number in Tamil Nadu has a guideline value, which is the minimum value per square foot fixed by the Registration Department. Stamp duty is charged on the higher of two figures: the guideline value of the property or the actual price written in your agreement.

For example, if the guideline value of a plot works out to ₹60 lakh but you agree to buy it for ₹75 lakh, duty is calculated on ₹75 lakh. If the deal price is lower than the guideline value, duty is still charged on the guideline value. You can check the guideline value for any locality on the TNREGINET website using the district, sub-registrar office, village and survey or street details.

A simple example

Suppose you are buying a resale flat in Velachery for ₹90 lakh, and that is higher than the guideline value. At the standard rates:

- Stamp duty at 7%: ₹6,30,000
- Registration fee at 2%: ₹1,80,000
- Total: about ₹8,10,000, plus small charges for document writing, scanning and miscellaneous fees

That is a large sum, and most banks do not include it in the home loan amount. Plan to pay it from your own funds.

How it works for new flats in Chennai

Under-construction flats in Chennai are often sold through two documents: a sale deed for the undivided share of land (UDS) and a separate construction agreement with the builder. The full stamp duty and registration rate applies to the UDS sale deed, while the construction agreement is charged at a different, lower rate set by the government. Because the structure of the deal affects your total cost, ask the builder for a written break-up of the UDS value, construction cost and the registration charges you will pay on each document. Also remember that GST applies to under-construction property, while ready-to-move flats with a completion certificate do not attract GST.

Other documents that attract charges

Stamp duty is not only for sale deeds. Gift deeds, settlement deeds between family members, partition deeds, power of attorney documents, lease deeds and mortgage deeds all have their own rates. Transfers within close family through settlement deeds usually attract much lower charges than a regular sale. If you are planning a family transfer, check the applicable rate before choosing between a gift, settlement or sale.

How to pay and register

- Prepare documents: draft sale deed, parent documents, Encumbrance Certificate, patta, ID and address proof of both parties, and PAN cards.
- Create the document online: enter the details on the TNREGINET portal and get the charges calculated.
- Pay online: stamp duty and registration fees can be paid digitally through the portal.
- Book a slot: choose a time at the Sub-Registrar office where the property is located.
- Visit the office: buyer, seller and two witnesses must be present with original IDs for photographs and biometrics.
- Collect the registered deed: once registered, apply for patta transfer and update the property tax and electricity records in your name.

Tips to avoid costly mistakes

- Never under-declare the price. Showing a lower value to save on duty is illegal, can lead to penalties, and creates problems when you sell or take a loan.
- Budget about 10% extra. Keep roughly 9% for stamp duty and registration plus a little more for legal and documentation charges.
- Check the guideline value early. If it is higher than your deal price, your costs will be based on it.
- Get a lawyer to review the deed. Errors in survey numbers, measurements or names are expensive to correct after registration.
- Check for current concessions. The government occasionally announces relief for certain buyers or property values, so ask before you pay.
